Detective Sergeant Jason Von Tunk, of the Portland police crime investigation unit, said the 24-year-old man was arrested on Thursday and charged with burglary and breaching his bail conditions.
He said the man was released on bail on July 30 with strict conditions, including he not use drugs.
The detective said the man attended Warrnambool Base Hospital in accordance with his bail conditions on August 27 and failed a drug test.
He also alleged the man was observed on CCTV attending Ridley Agriproducts in Terang's Peterborough Road and stealing a white Ford Ranger utility.
"The car was unlocked with the keys left in the ignition," Detective Sergeant Von Tunk said.
"He has driven to the western side of the shed and driven through a number of automatic roller doors."
The man was arrested at 2pm on Thursday at a property in Mortlake's Officer Street.
At the time of the alleged offending, he was already on bail for charges of aggravated burglary and theft of motor vehicles.
He was remanded in custody and will appear in court at a later date.
