Warrnambool copped 40mm of rain in a 24-hour period, with 34mm falling between 2am and 9am Friday.

Warrnambool SES unit controller Giorgio Palmeri said members had been on the road since 7am.

He said a crew was currently at a house in Allansford after a blocked drain near Station Street caused the property to flood.

"At this stage the water is not inside the house," he said.

"At the moment we are just trying to pump some water out."

Mr Palmeri said three neighbouring properties were affected by the flood.

One of the occupants Carol McKenna said she and her husband Owen were unable to get inside their home.

"The water is backed up from the blocked drain but once that is released the water should go," she said.

"At the moment we're here with SES who are pumping the water out. Our hot water service was under (water) but it is OK."

Mrs McKenna said their property had flooded a number of times in 40 years.

"It happens very regularly," she said.

"Council really need to come out and do a survey on the pipes."

Meanwhile, Warrnambool SES attended a damaged building in Warrnambool's Lava Street earlier on Friday.

Mr Palmeri said the roof of the commercial building was leaking, with water coming through the ceiling and lights.

"We have also attended a large pot hole that opened up on the Princes Highway at Illowa," he said.

"It's a very high traffic area so we spent many hours there this morning doing traffic management waiting for the traffic people to come and fill the gap in the road."

Mr Palmeri said members were also called to a flooding property at Warrnambool's Kiella Drive, near Whites Road, and at Mailors Flat.

"There's also been flooding at Russells Creek and we advise people to stay away," he said.

"The water level has come up a bit and there are areas where people usually cross from one side of the river to the other. Those walkways are now flooded and we urge people to avoid the area as the creek has a bit of flow and it could be dangerous."
