Nor will decision making be influenced by any other candidate or group of candidates.
"Most will know me as a genuine, honest and straight-talking councillor and responsible local citizen," Mr Sycopoulis said.
"I have demonstrated time and again my commitment to tackling public issues and insist on proper and open accountability and transparency."
Mr Sycopoulis said he had taken a great interest in council matters since 2007, attending meetings either as a councillor or an observer.
"To demonstrate my genuine commitment, I have chosen not to suggest preferences that would otherwise align me to any other candidate or to a political party," he said.
"I am my own person."
Mr Sycopoulis was born in Warrnambool and said he was proud to say he was raised by two hard-working immigrants who were welcomed with open arms to the city.
"I have a strong work ethic and extensive business experience," he said.
"For the past eleven years I have proudly worked at Warrnambool's leading electrical retailer in the eastern retail precinct.
"My wife Alexis and I have raised our two sons here and we are proud to witness their growth and individual successes."
Mr Sycoploulis said the council would face many challenges in the aftermath of the coronavirus pandemic, but said he would continue to be a councillor of integrity with a high moral compass and a no nonsense approach.
"I strongly support open consultation with our community in the co-operative development of the next four year strategic plan for our city whilst ensuring that rating levels can be within state government requirements," he said.
