"I purely want to see the Warrnambool region prosper," Mr Walsh said.
He said he believed it was time for some fresh faces with new ideas on the council.
"I think it is critical for Warrnambool City that there are new faces with new ideas leading the future direction of the city and surrounds," Mr Walsh said.
He said he had no political alignments or aspirations and had a proven history of collegiality, project management, policy development, administering and budgeting public funds.
Mr Walsh said he would also bring to the table a personable nature and a can-do attitude.
He said he would push for greater transparency around decision making if elected and would make increased efficiencies around spending public funds a priority.
Mr Walsh said he would help drive a push to revive the CBD and help businesses get back on their feet after the coronavirus pandemic.
He also wants to ensure the council operates within its means and work with the hospitality industry to help them explore outdoor dining opportunities.
Mr Walsh wants to see more community events which "breathe life back into the city".
He also wants to see projects such as the boat ramp and beach precinct revamp move forward.
