The registered nurse is father to four school-aged children and works at South West Healthcare.
"I was raised and schooled in Warrnambool and relished the open spaces, going to the beach and participating in many sporting activities," Mr Earnshaw said.
"I still do."
Mr Earnshaw obtained his Bachelor of Nursing in Melbourne but returned to Warrnambool following the birth of his first daughter because of its lifestyle, education facilities and job opportunities.
"I have been a registered nurse for 22 years and have worked across several healthcare organisations in various positions," he said.
"These positions required multidisciplinary collaboration and teamwork.
"I am an empathetic advocate for patients, their families and my work colleagues."
Mr Earnshaw said he believed the city needed councillors who would respect each other and work with each other and all tiers of government to achieve the best outcomes for residents.
"My motivation is to make a positive impact," he said.
"If elected I will be a strong, open minded and balanced advocate for the city of Warrnambool."
