The board has signed off on its Health Service Plan 2020-2025, a document that outlines future priorities.
These priorities are: Wellness and health promotion, integration and partnership, improved access to services, healthy ageing and end-of-life care, workforce and enabling future health services.
The plan, which was developed through consultation with service providers and community groups, is available on the Moyne Health Services website.
Moyne Health Services chair Karen Foster and her fellow board members endorsed the plan at their August meeting.
Ms Foster said the plan took account of detailed demographic data.
"This is an important piece of work for us, as it shows us the areas of local need, where the service gaps are and how we can directly address all of that," Ms Foster said.
"The outcome will be a more relevant and responsive service that meets the changing needs of our local community. Traditionally, health services like ours have focused on caring for people when they are unwell or as they enter older age.
"This plan shows us there is also local need and demand for a new focus on keeping people well and helping them to access the services they need at any stage of their life.
"Our next steps will be to take this information and incorporate it into our business and operational plans so that it becomes a part of our day-to-day business."
