The Department of Health and Human Services confirmed there were three active cases in the Warrnambool local government area.
The Colac-Otway Shire's cases rose by one in the past 24 hours to 10.
Meanwhile, Glenelg, Moyne and Southern Grampians shires have none.
Victoria's coronavirus cases rise to over 100, 11 deaths recorded
Earlier 11.15am: Victorian Premier Daniel Andrews confirmed 114 new cases were detected overnight, bringing the state's total to 19,015 confirmed aggregate cases.
There were also 11 deaths in the past 24 hours and nine are linked to aged care bringing the state's total to 524.
472 Victorians are in hospital and 11 people on a ventilator.
Over 2,210,447 coronavirus test results have been received, an increase of 14,231 test results overnight.
There are 4226 cases with unknown origins, an increase of three in the past day.
There is a total of 406 active cases in health care workers.
The metro-regional split, there are 166 cases in regional Victoria including 55 active cases in Greater Geelong, an increase of three overnight. Meanwhile the greater Bendigo and Ballarat regions recorded no new cases overnight with 10 and six active cases respectively.
"Those three greater communities that we were concerned about a few weeks ago, there numbers have not just stabilised, they're being driven down," Mr Andrews said. "We're deeply grateful not just to regional Victorians in those communities, but in every part of regional Victoria."
The state dipped below 100 cases in a 24 hours period for the first time since early July on Saturday with 94 cases.
