The move will see under 16s and under 18s shift to under 17s and under 19s in both the NAB League boys and girls competitions. The minimum draft age will remain at 18.
The NEAFL - a state league competition which features teams from New South Wales and Queensland - will amalgamate with the VFL.
It's unclear how the competition will be structured, but its understood AFL teams based in Queensland and New South Wales will be able to choose between fielding a standalone team, aligning with an existing standalone club or spreading their AFL-listed players across multiple second-tier clubs.
The model for second-tier women's football in Victoria is still under review.
