A Mortlake woman using five hits of ice a day as well as GHB has been remanded in custody while police continue to investigate a series of burglaries in south Warrnambool.
Jordan Smith, 29, of Mill Street, unsuccessfully applied for bail in the Warrnambool Magistrates Court late on Monday after being charged with 10 offences.
Those crimes are alleged to include burglaries, thefts, causing damage and possession of both amphetamine and a large amount of GHB.
Detective Senior Constable Ross Hatton, of the Warrnambool police crime investigation unit, told the bail hearing a series of alleged burglaries had been committed in the new Mervue Estate, at the west end of Younger Street in south Warrnambool since early June.
"About 12.45am on Saturday morning police conducting a patrol found a Holden ute parked in Younger Street," he said.
"There were a number of items in the back including toilet systems and household items."
It appeared that a home under construction in Younger Street had been broken into and that police officers had disturbed offenders inside the premises.
The investigator said that Ms Smith attended at the Warrnambool police station about 3am and reported that her ute had been stolen.
She was arrested and Stephen Jared Patti, 30, of Jordan Street, Malvern, was located outside the police station and taken into custody.
"The 21-year-old woman was arrested, along with a 30-year-old Melbourne man, who was in the vicinity of the police station."
Crime scene officers later found shoe prints matching their footwear at the Younger Street address as well as fingerprints that are yet to be matched.
Ms Smith told police her ute had been stolen, she told a neighbour, who had driven her to the Warrnambool police station to make a report.
Police later checked with the neighbour who said she had not seen Ms Smith for four days and knew nothing about her ute being stolen.
Police checked the ute registration, which came up to a Doncaster East address. The previous owner said he sold it to Ms Smith about a fortnight ago.
There were five grams of methamphetamine as well as GHB found in a backpack in the rear of the ute.
Police raided Ms Smith home in Mortlake on Sunday and found a large range of tools, some which had names inscribed on them which are alleged to have been stolen in recent burglaries.
There were also roof fittings is packaging which contained the name of a builder.
Ms Smith was due to appear in Warrnambool court during December on charges including a substantial theft from a shop, drug impaired driving, careless driving and failing to provide details when required.
In a Court Integrated Service Program assessment, Ms Smith said she was sing five points of ice a day as well as 10ml of GHB.
Lawyer Jess Dean said her client had a significant drug habit but had no prior court appearances.
Magistrate Mark Stratmann said police had a strong case and the investigation was ongoing.
He said the alleged offending was serious and involved thefts from building sites, Ms Smith making a false report to police and stolen materials being found at her home.
The magistrate found there was a significant risk of Ms Smith continuing to offend, he refused bail and Ms Smith has been remanded in custody until August 28.
At 1.30pm, Monday: A Melbourne man arrested in Warrnambool early a Saturday morning over an alleged burglary at a house under construction has been remanded in custody.
Stephen Jared Patti, 30, of Jordan Street, Malvern, has been charged with 10 offences, including burglary, theft, causing damage, possession of amphetamine and GHB and two counts of breaching bail.
He is already on four current community corrections orders and has 42 criminal charges pending.
Magistrate Mark Stratmann denied bail and remanded Mr Patti in custody until August 28.
Police crime scene officers obtained shoe prints and fingerprints at the Younger Street address where the alleged burglary was committed.
Earlier: A 21-year-old Mortlake woman has been arrested for allegedly making a false report to police after officers found her ute containing stolen household fixtures and fittings near the Warrnambool Golf Club.
Detective Senior Constable Craig Wastell, of the Warrnambool police crime investigation unit, said a series of burglaries had been committed in the new Mervue Estate, at the west end of Younger Street.
"There is a new housing state there and we've had at least six burglaries of houses under construction since the start of June," he said.
"In the early hours of Saturday morning police conducting a patrol found a utility parked in Younger Street.
"There were a number of items in the back including toilet fittings and household items."
Detective Senior Constable Wastell said it appeared that a home under construction had been broken into and that police officers had disturbed offenders inside the premises.
"Soon after, about 3am, a Mortlake woman attended at the Warrnambool police station and reported that her ute had been stolen," he said.
"The 21-year-old woman was arrested, along with a 30-year-old Melbourne man, who was in the vicinity of the police station."
Warrnambool CIU detectives and Mortlake police then executed a search warrant at the woman's Mortlake home on Sunday morning, finding a large range of stolen goods , including about 30 electric or battery powered tools.
There was also a stack of fence palings and other household items, including basins, other fixtures and fittings, believed to have been stolen.
The couple have been charged with the Younger Street burglary, a break-in at Mortlake near a car dealership and theft of palings, as well as possession of amphetamines and GHB.
The Melbourne man is already on bail and due to appear in Moorabbin Magistrates Court during November.
One of his bail conditions was that he comply with orders of the Victorian chief health officer, as accused people on bail currently do not report to police stations.
He has allegedly breached that condition and also been issued a COVID-19 $1652 fine for breaching Melbourne's lockdown.
"Investigations are ongoing and we expect to lay further charges," Detective Senior Constable Wastell said.
"This has been an active investigation after a series of offending, so it's very pleasing to have made a couple of arrests."
