Premier Daniel Andrews said regional Victorian students would not have their school year further impacted.
"Many parents, teachers and students will be worried about what happens with the school year," he said.
For people who live in regional Victoria, where case numbers remain low, current restrictions will remain the same for now.

Warrnambool Primary School principal Peter Auchettl said it was "business as usual" for south-west schools.
"All schools would be keen to have their children back for a new term," he said.
"We certainly feel for our Melbourne colleagues where remote learning is certainly a possibility when they return on July 20.
"For us, school will have the same structures and circumstances in place as it did at the end of term."
Mr Auchettl said most parents would be notified by their schools before the start of Term 3 on Monday.
Mr Andrews has enforced stage three restrictions on metropolitan Melbourne and Mitchell Shire and only specialist schools and students in year 11 and 12 will return to class on Monday.
"I can confirm that all year 11 and year 12 students in metropolitan Melbourne and Mitchell Shire will go back to school for term three as planned, along with our special schools," he said.
"For students prep to year 10, we're going to extend the school holidays by one week, so we can get more advice from our health experts.
"But I want to be upfront and let parents know that a return to remote learning for these kids is a possibility, if that's what they tell us is safest."
Victoria recorded 191 new cases of coronavirus on Tuesday; the largest single-day increase since the outbreak of the pandemic. On Wednesday, another 134 cases were confirmed.
