Cinema staff were undergoing training on Saturday in preparation for the reopening when Premier Daniel Andrews announced the cap on people attending cinemas would be 20 - rather than the planned 50.
Cinema general manager Greg Gent said he and his team were forging ahead with Thursday's reopening.
He said staff were being trained in how to meet social distancing guidelines, contact tracing and sanitising.
He said initially they were unsure if the reopening would go ahead but after consulting with cinema ownership the decision was made to stick with their plan.
He said the restrictions meant 20 people would be allowed to a single screening.
"We're lucky in a sense that we are a small cinema with less overhead costs than large cinemas, so further restricting admissions won't affect us as much as many other sites," he said.
"It's still far from ideal, but we understand the situation. (We understand) the need to control the pandemic's spread and support the restrictions. We are fully committed to sanitising the cinema for the safety of our patrons and staff and are implementing social distancing on site and contact tracing for people spending longer than 15 minutes on site."
The cinema closed in March after the federal government directed all entertainment venues to shut amid the coronavirus pandemic.
At the time Mr Gent said the shutdown had left the cinema's 22 casuals out of work for the foreseeable future. "There were no other options for us," Mr Gent said. "We just have to get through as best as we can."
Mr Andrews said restaurants, pubs, auction halls, community halls, libraries, museums and places of worship would all stay at a maximum of 20 people in any one space until 12 July. Businesses that were set to open on Monday like gyms, cinemas, theatres and TABs can do so with a maximum of 20.
