St Joseph's Catholic Church's John Fitzgerald said the site would open for people to pray next week but would not attempt a mass with limited gatherers.
"We don't have to be exclusive, we want to be inclusive. We are really waiting for a greater freedom to have more people at mass, because how do you decide who is coming?," he said.
Father Fitzgerald said when the church reopened to mass so too would the other Catholic churches across the south-west.
For nearly three months the St Joseph's has live-streamed its services, becoming the default service for the many of the region's Catholic parishioners.
Father Fitzgerald said up to 1000 people had watched the live-streamed services, whereas the church's weekend masses usually saw up to 500 people through the doors.
"People in general are viewing it and young families, it's not to a specific group but parishioners in general," he said.
While live-streaming after the pandemic was a "possibility" Father Fitzgerald said he was "hesitant" because the Eucharist was meant to be a "community celebration".
"There are people who would really appreciate it. (But) it really calls on volunteers to help out," he said.
Anglican Parish of Warrnambool's Father Scott Lowery said the church had reopened to visitors on weekday mornings, but had no plans to have gatherings yet.
"We don't want to be restricted to first in or best dressed," Father Lowery said.
He said his live-streamed services had drawn new followers to the church.
"It is creating new opportunities for us, new contacts. I also think that the general public and the community of faith are longing to get back into their sacred space," Father Lowery said.
