And with work soon to begin on a new subdivision next door which will be accessed via Turner Drive, residents says its time the city council and VicRoads got together to come up with a solution.
Despite a petition, which resident Julian Mugavin says was signed by almost everyone in the estate and presented to the city council about 18 months ago, some residents believe nothing has been done.
Resident Adam Matheson said he was concerned the issue had been handballed around.
He said he feared someone would end up driving into his living room.
"The speed people come into Turner Drive, it's frightening when you've got five young kids," he said.
Resident Jack Daffy said he was also concerned that someone would also end up crashing into his house.
Mr Matheson said motorists were using the left-hand turning lane to overtake cars waiting to turn right into Balmoral Road.
He said he has had to sweep up glass after three accidents within two months at the intersection.
Mr Matheson said he had concerns about any increase in traffic within the estate with motorists already struggling to merge from the service road onto busy Mortlake Road in the mornings.
It is estimated there could be up to 400 extra traffic movements a day when the 43 new blocks in the subdivision are developed.
Access to the blocks would be via both Turner Drive and Leo Francis Drive - a residential street that Mr Mugavin said was too narrow when cars were parked on both sides.
He said he would like to see the Turner Drive entrance blocked off and a new entrance to the entire estate created further along Mortlake Road through the new subdivision next door and away from the crest of the hill.
He said the service road could be extended to the new intersection which he suggested could be a roundabout or traffic lights.
Mr Mugavin said he did not know when work on the new development would start, but within the last month a house and trees had been cleared from the land.
He called for the council and VicRoads to get together and sort out a safe solution rather than handball it to each other.
"It's definitely a major safety issue," he said. "The intersection is an absolute shocker.
"The council said it was a Vic Roads issue and passed it on to VicRoads, and then from then on there's been virtually no feedback or contact from either the council or VicRoads."
Mr Mugavin said there was no issue with the development itself.
"That's progress, Warrnambool's expanding," he said.
He said turning right into Turner Drive was also a concern and it wasn't unusual to be abused by other drivers who either have to stop and wait for vehicles to turn or who are forced to drive on the gravel shoulder in an attempt to drive around.
Mr Mugavin also raised raised safety concerns about the nearby Grange subdivision which he said was also congested.
Meanwhile, the 60km/h speed limit along Mortlake Road was last week extended to beyond the Wangoom Road turn off.
