The program, unveiled by the city council on Tuesday, would target those businesses most affected by COVID-19.
Mayor Tony Herbert said businesses were encouraged to consider applying for funding under the Business Initiatives Grants (BIG) program which was aimed at helping businesses recover.
"The BIG program will support initiatives from businesses that achieve either growth, business collaboration or an entrepreneurial effort that benefits both the business and the community," Cr Herbert said.
"To maximise the benefits from the program the guidelines include a requirement for funding to be spent locally, where possible."
The program focuses on businesses most affected during the pandemic including those from the retail, hospitality, automotive servicing and sales, personal services, accommodations services, leisure and recreation, and professional home improvement services.
"We're pleased to be able to offer this support to businesses," Cr Herbert said.
"Our draft 2020-2021 Budget proposes a $1.95 million package of measures which are aimed at supporting the community through the COVID-19 pandemic."
