The council introduced free parking in the CBD during the coronavirus restrictions, but some business owners are concerned the offer is being taken up by employees.
Mayor Tony Herbert said the parks should be kept free for people wanting to shop in the city centre.
"Parking spaces outside shops, cafes and restaurants are for customers, not staff," Cr Herbert said.
"I'm urging all business owners to make sure their staff are not occupying the spaces at the front of their businesses.
"CBD workers can find parking spaces in off-street parks or away from shop fronts.
"It will mean a short walk to work but it will help your business."
Cr Herbert said he had been contacted by a number of people concerned that the parks were being used by people working in the CBD.
"I've received correspondence from business owners and shoppers concerned about staff and other business owners occupying parking spaces," he said.
"It is an unintended consequence of the free parking initiative which was introduced to help businesses through the COVID-19 pandemic.
"It won't be as helpful as it could be if the parking spaces are not available for customers.
"There is another month of free city-wide parking on offer so let's all co-operate to make it work and do our bit to support our businesses as they rebuild."
The plea comes after a number of business operators expressed concerns about the practice earlier this month.
