Warrnambool police Sergeant Dave McDonald said the man was arrested at an Allansford address at 1.30pm on Thursday after evading police.
He has been charged with a total of 24 offences.
The 26-year-old man was seen getting in the driver's seat of a vehicle carrying false number plates after filling up with petrol at the Jamieson Street BP service station about 12.45pm.
Officers in an unmarked police car activated their emergency lights and tried to intercept the driver who accelerated away.
Police launched a search and the patrols came across the offending vehicle at an Allansford address about 1.30pm.
There the man was able to be arrested without further incident.
He made full admission to fleeing from police, explaining he had panicked.
The man has previously been on corrections orders and served sentences in prison.
It's alleged he evade police in Warrnambool on April 5, again on May 17 and on Thursday.
But, his most serious offending is alleged to have happened in Colac on May 8 and May 11.
Police allege that on the later date the man drove in a reckless manner which put emergency workers in danger and that he caused damage to an emergency vehicle - rammed a police vehicle.
He has also been charged with numerous counts of driving while suspended and using false number plates.
The man was interviewed, charged and remanded in custody overnight.
He appeared briefly in Warrnambool Magistrates Court on Friday morning.
He did not apply for bail and was remanded in custody until June 18.
Police described the alleged incidents as high-end driving offending.
