Their mother Adele Anderton said the two brothers, aged 4 and 2, had a ball.

"They're so excited the playground is open again," she said.

"They don't want to leave."

All playgrounds in Moyne Shire Council reopened on Tuesday, while Warrnambool City Council will progressively reopen play equipment.

Victorian Premier Daniel Andrews announced this week playgrounds, skateparks and outdoor gyms could reopen from Tuesday, May 26.

Warrnambool City Council's chief executive officer Peter Schneider said up to 10 people were allowed to use public playgrounds.

"The number will increase to 20 from June 1," Mr Schneider said.

"Before and while the playgrounds are open and while the State of Emergency is still in place we will activate an increased cleaning schedule for our 69 playgrounds."

Mr Schneider reminded people to adhere to social distancing, practice hand hygiene and stay home if they are feeling unwell.

"It is still vitally important that people continue to follow the advice of Victoria's chief medical officer," he said.

"When it comes to complying with the limit of 10 people at each playground we are appealing to everyone to exercise common sense.

"Our community has shown, along with the rest of Victoria, a willingness to take responsibility for helping to stop the spread of COVID-19.

"The steps we have taken to control the coronavirus have been effective and we must not become complacent when it comes to social distancing and hand hygiene.

The council will make further announcements in the coming days about the city's dog park, Aquazone, the art gallery and other facilities.

Playgrounds closed when the stage three coronavirus restrictions were introduced.
