The Melbourne Cup-winning jockey slid across from an outside gate early to take up a position behind the early leaders Hurricane Hawk and Reykjavik at Warrnambool racecourse on Wednesday.
Approaching the turn with a lapful of horse, Oliver set the Danny O'Brien-trained star alight but Order Of Command looked in trouble when the Lindsey Smith-trained Superhard ($10, Billy Egan) loomed large.
Order Of Command ($4) lifted under Oliver and went on to score a stirring win from Superhard ($10) with the Symon Wilde-trained Innkeeper (Craig Williams, $15) third.
It completed a career double for Oliver in the Warrnambool May Carnival flat races after a win in the 2001 Warrnambool Cup on Samoseria.
Flemington trainer O'Brien was delighted with the weight-carrying record win.
"We're just thrilled with this," he said.
"We've never won a feature race during the Warrnambool carnival and what a way to do it."
O'Brien said the sprinter always gave his best.
"He's a super consistent horse - he places in about 70 per cent of his races ... just great," he said.
"We missed the autumn with this race in mind and he might've set a weight-carrying record for a Wangoom.
"Given that his rating will go up, we'll have to look at maybe even group two races for him.
"He's been there before in the Salinger on Derby Day. He looks like he likes soft ground, too.
"It's just great to win a feature race at the carnival even though we're not there but no one can be. It takes nothing away from the win."
Oliver said it was an outstanding winning effort by the five-year-old gelding.
"The second horse got a good neck on him but I hadn't fully gone for him," he said.
"It was a big effort to fight back with a big weight.
"On the turn, I knew I was going to be in the finish but when the second horse cruised up to me with a big pull in the weights, I was a little concerned, but I was keeping a little in the locker for him.
"He hasn't let us down too many times. He's really genuine, a consistent horse and his record shows that."
The hoop said Order Of Command was a winner.
"He's come back really well this prep. He loves soft ground as well," he said.
"I always thought that he's probably around that group three/listed level is good for him but his rating is creeping up now so I'm not sure what Danny has got in mind for him."
