Fisher trained Dunroe to win the jumps feature in 1989 and saddles up Fulmineus in Tuesday's race.
"Fulmineus hasn't had the most ideal preparation for a Grand Annual," he said.
"I would have liked to have got another run under his belt.
"I gave him a trial last Tuesday and schooled him on Sunday to have him ready.
"Fisher said Fulmineus was due for some luck.
"He comes in on the minimum weight. He's been very unlucky in a few of his jumps races," he said.

"He ran fourth in last year's Thackeray Steeplechase at Warrnambool on a heavy track behind Police Camp and Bit Of A Lad.
"Both of those horses are in the Annual and have chances.
"I think with a bit of luck he may have won a few. He's a hard horse to ride and is pretty head-strong.
"I think if he's allowed to dictate the pace it may turn into an interesting race.
"Punters never gave Dunroe much chance when he won in 1989 and the same may apply this year with Fulmineus. I'm hoping the punters will get it wrong."
Young Warrnambool jumps jockey Bradley Thomas-Rantall will have his first ride in the Grand Annual when he rides Fulmineus.
Warrnambool trainer Patrick Ryan has his imported jumper Bold Bandit running in the Annual.
