A police spokesman said a Holden Commodore was stolen from a Moore Street property overnight on Wednesday last week.
At 4.15pm on Tuesday afternoon the man was seen in the driver's seat of the Commodore.
He was the sole occupant in the vehicle.
The man was then seen using a towel to wipe down the car in an effort to remove his fingerprints before running off.
The witness called triple zero, reported the incident and police officers soon after arrived.
While the officers were talking to the witness, the alleged offender walked past and was pointed out by the witness.
The man was arrested at the scene, later interviewed and charged with three offences, including theft of the car, unlicensed driving and possessing the proceeds of crime - $2270 in cash.
Police allege he was found with a key to the Holden when he was arrested.
He was remanded in custody overnight on Tuesday and will appear in the Warrnambool Magistrates Court on Wednesday for a bail/remand hearing.
