Sergeant Pam Nix said the 47-year-old man was fined $1652 on Saturday after arriving on a bus from Ballarat.
"He has come for a blind date or an online relationship, but inquiries showed it is believed the person is non existent," Sergeant Nix said.
"Coming down for a promise is not essential, it's not one of the key factors to go out.
"A penalty notice was issued and that's his third ticket."
She said police had noticed people becoming complacent with the stay-at-home directives.
"We had one come through town the other day to buy a car and he got a ticket. Certainly the traffic has increased in the last couple days," Sergeant Nix said.
Victoria Police on Friday conducted 673 spot checks at homes, businesses and non-essential services and issued 88 fines statewide as part of Operation Sentinel.
Since 21 March, police have conducted a total of 23,567 spot checks.
