The meeting comes after Cr Sue Cassidy called for Cr Herbert to stand down as mayor after a picture surfaced online of him drinking a beer down the main street talking to business owners.
The mayor has apologised for the incident in which he was checking on business owners doing it tough during the COVID-19 pandemic shutdowns. The mayor and three others have fined.
Cr Cassidy said she was unsure whether there would be any move to hold a vote of no confidence during the meeting, but for it to get up four votes would be needed.
A Standard poll on whether Cr Herbert should step down attracted 459 votes.
About 30 per cent of respondents wanted Cr Herbert to stay on as mayor while 60 per cent said he should leave the council altogether. Almost 10 per cent said he should step down as mayor but stay on as a councillor.
