The WRC is continuing discussions with Racing Victoria (RV), Country Racing Victoria and the Australian Jumping Racing Association (AJRA) on whether changes to the racing program and duration of the May Racing Carnival are appropriate in light of no crowds being in attendance.
The outcome of those discussions is expected next week.
With the current restrictions on indoor and outdoor social gatherings, and the increased emphasis on social distancing, the WRC has an obligation to take a community and racing participant safety focus as the first approach.
WRC chief executive officer Tom O'Connor said it was disappointing the decision had to be made but the safety of people in these troubled times was more important.
"Unfortunately, like many other large events, the club has had to make the hard decision," O'Connor said.
"The focus now turns to ensuring the club supports the racing Industry in keeping participants in the game. We are in unprecedented times and the WRC has to consider supporting the jumps community, their ability to race and their ability to support their owners and stable staff. In these extraordinary times.
"The WRC trusts its loyal members, customers and business partners will understand the position that presents itself."
O'Connor added the WRC staff will reach out to all the key stakeholders of the club to discuss their individual relationship and partnership with the club over the next few weeks.
Further updates will follow, and the WRC is committed to keeping the communication lines open.
The carnival is scheduled to be run on May 5, 6 and 7.
