The $4.9 million redevelopment sees the Matilda Room linked to the existing members grandstand.
Nicholson Constructions, who have been in charge of the project, will hand over the keys for the new facility to the Warrnambool Racing Club on April 15.
WRC chief executive officer Tom O'Connor said the major redevelopment would be great for racegoers in any weather and also for private functions.
"It's wonderful news that Nicholson Constructions are going to make the deadline of April 15," O'Connor said.
"Nicholson Constructions have done a great job in delivering a first class facility. Racing patrons will be able to sit back and enjoy the races whether it's raining or the sun is shining. We haven't comprised with anything in the final product.
"We're hoping to have a dry run or two for our members before our May carnival to sort out any bugs or issues with the facility."
Originally the club had said it would reconfigure the mounting yard in front of the new development but O'Connor said those plans had been put on hold.
"We're going to leave the mounting yard as it is for the time being," he said.
"We'll just see how it all flows. We don't want to make any final decisions about the mounting yard until we've had this carnival under our belt."
The new facility will see a bigger dining area in the Matilda Room plus a ground floor cafeteria and a presentation bar built behind the existing mounting yard. It also includes upgrades to the kitchen, bar, viewing deck and other amenities.
