Former AFL Western District regional general manager Rod Ward announced the review in August but has since departed his role.
The review was set to examine structure, player and umpire shortages and weekly thumpings.
Box said he understood the decision to postpone the review.
"I know there's been a lot of staff turnover at the regional administration centre so it makes sense that it has been held up," he said.
"I understand it completely. We'll continue to work closely with them.

"They're working very hard so I think the AFL needs to put more funding in there to help them out a bit."
Box was optimistic his league had a strong future.
He said three clubs - Woorndoo, Caramut, Wickliffe-Lake Bolac and Ararat Eagles - had signalled intent to bolster their junior programs.
Box was thrilled Penshurst had recommitted to playing in the league.
"I'm fairly confident about how things are going," he said.
"Woorndoo and Caramut will do some juniors together and Wickliffe-Lake Bolac has appointed a junior coach as well. It's the same with Ararat Eagles.
"It looks like clubs are recruiting so we're exciting for the future of the league."
