Port Campbell police Sergeant David Banks said a member of the public alerted police to what was happening mid afternoon on Sunday.
He said the four women and one man were heading west along the Great Ocean Road between Wattle Hill and Gibson Steps when they were observed.
"We caught up with them at Gibson Steps," he said.
"They admitted to what they had been doing. Another driver got about 15 minutes of dash camera footage.
"He said one of the girls was that far out the car that her shoulders and back were hitting trees on the side of the road while they were driving along.
"It was a bit dangerous."
Sergeant Banks said 10 tickets were issued for a variety of offences, including failing to wear a seat belt, travelling with a part of the body protruding from a vehicle, drivers failing to ensure a passengers were wearing a seat belt and having a passenger sit on part car not designed for the carriage of a passenger.
"The total of the fines was $3450. It was a pretty expensive exercise," he said.
"Information from the public about these sort of dangerous activities is essential. "This has happened on a Sunday afternoon along the Great Ocean Road.
"People are going to see you doing something this silly and hopefully report it to police, especially during a statewide police operation which is currently running, Operation Furlong."
