The Bulls kick off their 2019-20 campaign against a new-look Grassmere side, which will have two debutants in captain-coach Corey Couch and vice-captain Justin Lynch, on Saturday.
Howarth, in his second season in charge of the club's top-grade side, has backed his youth to make an impact on the team's fortunes after the Bulls collected the wooden spoon in season 2018-19.
"We are angling at our youth and hopefully that helps them come through as better players," he said.
"There is a lot more youth now with our B graders from last season standing up in pre-season and coming into the A grade.
"A few younger blokes will be making the step up, which is exciting for club. They were pushing the year before and I felt there would be a lot of those blokes steeping up again this year."

Howarth highlighted the likes of new recruit Ben Heard, who has arrived from Warrnambool and District Cricket Association club Brierly-Christ Church, and emerging stars Bailey and Brodie Kelp, Jarren Peverett and Ayden Bosse.
Bosse is the only one not playing cricket at the moment as he recovers from injury but Howarth expects him to slot right into the top-grade side when he is fit.
Former Yambuk and Russells Creek cricketer Jack Ansell and Heard are the Bulls' recruits for the 2019-20 season.
Richard McKellar is the only change as he makes his way back to Merrivale.
