The measures will be introduced at the Twelve Apostles, Port Campbell National Park during the Grand Final and Melbourne Cup long weekends.
Parks Victoria Rangers and traffic controllers will be onsite to improve the flow of traffic and pedestrians.
The prevention of illegal and unsafe parking will also be a focus.
Speed limit reductions will come into effect from Friday through to Sunday, and again from November 2 to 5.
Vehicles will be slowed to 40km/h on the Great Ocean Road around the Twelve Apostles visitor centre and the nearby Gibson Steps.
Parks Victoria project coordinator Darren Shiell said the traffic management plan would reduce congestion at the 12 Apostles over the three-day Grand Final weekend.
"A safe and enjoyable visit is our focus, so we'll have extra staff out-and-about in the national park to welcome visitors and help manage the flow of vehicles and people," he said.
"Visitors can help park rangers by observing the traffic conditions, staying on formed paths when exploring the area, and remaining behind lookout barriers."
Parks Victoria is expecting up to 9000 people daily during the long weekends.
These numbers increase to 15,000 people during the week between Christmas, the New Year and the Easter long weekend.
Visitors are encouraged to allow additional time for their trip.
