About 80-100 workers had reportedly been stood down early this week after Salt Creek Quarry operator Peter Molan closed his gates to construction company Downer EDI.

Downer EDI has been contracted to build 38 kilometres of new transmission line and an electrical substation abutting the existing Mortlake Terminal Station.

The transmission line and new substation will connect Dundonnell wind farm to the national electricity grid.

During construction, gravel and other material is extracted from the Salt Creek Quarry, located north of Mortlake.

But that extraction process has ceased following a financial dispute, Mr Molan told ABC Radio.

He said the construction company was in arrears and the quarry was owed a "significant amount of money".

"This amount is a rather significant amount of money and we can no longer carry that weight if we aren't going to get paid," he said.

A Downer EDI spokeswoman said work on building the substations and supporting infrastructure for the Dundonnell wind farm was still underway.

"Some partial and full road closures are in place for safety reasons, and these have been approved by the council," she said.

"These are not affecting access to the wind farm."

During the construction process, material is also extracted from Mount Shadwell Quarry, which is owned by Moyne Shire Council.

Moyne Shire chief executive Bill Millard said there was a temporary suspension of supply of materials because the council reviewed its agreement with Downer.

That suspension has since been lifted.

"There was a temporary suspension this week of the supply of materials from council's Mount Shadwell Quarry to Downer EDI," Mr Millard said on Thursday.

"The commercial arrangement has been reviewed and Downer EDI have been given authorisation to resume normal operations at the quarry from this morning."

Tilt Renewables, the developers of the Dundonnell wind farm, and Mr Molan have been contacted for comment.
