A sub-committee, headed by club chairman Nick Rule, will sift through 30 applications and whittle that group to a shortlist of applicants to be interviewed for the keenly sought after job.
Rule said the club was happy with the interest in the high-profile position.
"We'll do a shortlist of applicants who we're interested in interviewing," he said.
"It's a positive sign that we've received so many applications for the job but on the other hand it does not surprise us because we rate it one of the top racing administration jobs in country Australia."
Downs starts a week of annual leave next Monday before leaving his job of nearly four years at Warrnambool on August 22.
He takes up the job as Moonee Valley Racing Club general manager for racing on August 26.
Warrnambool hosts an eight-race program on a heavy track on Thursday.
