The senior councillors, comprising of members from Years 9-12, and the junior councillors of Year 5-6 students came together on Monday to brainstorm ideas.
While many ideas circulated around the room, environmental awareness and preservation was a key talking point.
Senior youth councillor Meg Reuel is returning for her third term on youth council and is confident in the concepts the team came up with.
"Time is changing and the voices of youth are coming out globally ," she said.
"Our biggest issue is the environment and while we hope to focus on other areas too, we are jumping on the bandwagon of environmental awareness and see all the little things we can do across town.
"A motto for this year is little changes, big difference. We want to see and promote all the little things people can do to do our little bit to help."
With hopes to highlight the ease of recycling and proper waste management in colourful and intuitive ways across the communities, the junior and senior councils are eager to put their ideas into practice.
Also returning for his third term, senior youth councillor Andrew Pritchard highlighted the importance of the group.
"Youth Council is all about getting the voice of the youth out," he said.
"We hope to achieve difference that will be implemented into the long-term future of the community."
The Warrnambool City Youth Council is a youth led and coordinated program providing members with the opportunity to assist local government in understanding the needs of young people.
