The council is likely to reappoint current chief executive officer Andrew Mason without the position being advertised, and will make the decision confidentially instead of in front of the public gallery.
A public notice from the council states: "The passing of this resolution would result in the reappointment of the CEO without the position being advertised. This item will be considered as a confidential item."
Mr Mason has held the position of CEO since his appointment in 2010.
If the recommendation is adopted his contract will be renewed for five years and will mark his third term as CEO.
His remuneration is between $250,000-$259,000, as disclosed in the 2018-19 annual report.
Mayor Neil Trotter said Mr Mason's track record stood for itself.
"He's well respected in the sector. We think he's done a great job," Cr Trotter said.
"He's played an instrumental role in the Great South Coast Group and the Great Ocean Road Task Force.
"We're looking forward to working with him to complete a number of major projects that we're in the middle of.
"His performance in respect to the St Patrick's Day Fires in immediately putting in support and making sure the community was cared for made a huge difference.

"That early intervention was instrumental in helping the community recover.
"He's innovative and thinks laterally which is of great benefit to the shire."
Before scoring the top job, he worked in a number of planning roles, including at the Department of Planning and Community Development in Bendigo, Bass Coast Shire Council and Wodonga Council.
A council spokesman said the CEO's reappointment will not be discussed publicly at the meeting because it is "a HR staff matter and it is common practice for such matters to be confidential".
Over 21 items are on the agenda for the June 24 meeting which starts at 7pm at the Killara Centre in Camperdown.
Items include:
- The Corangamite community vision
- The shire's long-term financial plan for 2019-20
- A $30,000 domestic wastewater system grant
- $50,000 up for grabs for businesses wanting their facades improved
- Results of the Barwon South West Regional Dairy Supply Chain study
