An application is now with Corangamite Shire detailing buildings and works associated with the redevelopment of existing horse stalls and a public function centre.
The approximately $2-million project would create a 117-metre-long stable complex with walk-through stalls, as well as a community hub for events and fund-raisers.
Funds have been contributed through community fundraising, Harness Racing Victoria, Corangamite Shire and the federal government.

A new public toilet facility will be included in the shed and will link into a proposed extension of the undercover community pavilion.
"The application proposes building and works associated with the race course and involves redevelopment of existing horse stalls and a public function centre," Corangamite manager planning and building services Aaron Moyne said.
"The estimated cost of the development is $1.9m. Proposed works involve the demolition of existing horse stalls and the construction of a new building to consist of 100 horse stalls, wash areas, storage and work areas.
"The building will be integrated with the existing D.J. O'Grady Pavilion and will include new public toilet facilities.
"The notice period for the application has finished and no objections received. A planning assessment will be finalised before a decision is made."
The Terang Harness Racing Club currently has a race track, public viewing spaces, training facilities and large parking areas.
Club president Evan Savage said the stables were in desperate need of an upgrade as they barely fitted some of the taller horses that compete at the track.
"It should encourage more horses to come to our track," Mr Savage said.
If approved, works would be carried out by Cobden construction company Greencon Australia.
