A council spokesman said applications to the sporting bodies had been submitted to make up the extra $1 million required for the first stage of the project.
"The focus in recent weeks has been the preparation of funding bids to the AFL and Cricket Australia," he said.
"These bids have been finalised and submitted. Council is seeking $500,000 from each of these bodies."
The council has advertised for a project officer and a project manager to oversee the upgrades.
"The project officer will focus on working with stakeholders, including the clubs which use Reid Oval," he said.
"The project manager will be involved in procurement, construction oversight, consultant engagement and supervision. The functions performed by these roles are required for the successful delivery of the project.
"Council has experience in delivering major projects including the city centre renewal, Lighthouse Theatre redevelopment, Simpson Street tunnel upgrade, Pavilion café and roles are allocated based on the requirements of each project."
The spokesman said the council would now focus on negotiations with clubs about where they would be based during the upgrade works.
"It's a really exciting project and we are grateful for the $7 million grant funding, and access to subsidised loan funding, from the Victorian government," he said.
