Inclement weather is preventing the region's ambulance helicopter from taking him to a Melbourne hospital, according to Acting Sergeant Don Camilleri, of Warrnambool police.
"He will be taken to Warrnambool hospital pending a change in the weather," Acting Sergeant Camilleri said.
The two-vehicle accident happened shortly before 6am on the Hopkins Highway north of Purnim.
The collision occurred between a white van and a blue sedan.
The white van came to rest on its roof at the scene, which was littered with glass and other debris from the vehicles.
Five trucks were halted at the scene while police cleared it.
One truck driver told The Standard he arrived shortly after 6am and had been there for more than two hours.
Both vehicles had one male occupant.
The male driving the sedan has been taken to the Warrnambool Base Hospital in a stable condition.
Acting Sergeant Camilleri asked motorists to avoid the area if possible and to take care on the roads.
"Motorists need to take care, there's debris and water on the roads," he said.
Member of the Warrnambool Fire Brigade worked with Ambulance Victoria and police to secure the scene and clear it following the accident.
