Jason Twaddle, 44, of Thompson Street, pleaded guilty in Warrnambool Magistrates Court to failing an oral fluid test.
Magistrate Mark Stratman said it was not the first time Twaddle had appeared in court and if he kept coming back, the result would keep getting worse.
He disqualified Twaddle's licence for 12 months and fined him $1200.
He urged the offender not to drive during the disqualification period.
"I understand the difficulties of not having a licence, especially in Terang, but if you drive you will potentially get locked up," he said.
On October 25, Twaddle was intercepted driving on Terang's Baynes Street about 9pm.

He tested positive to ice and cannabis.
Twaddle told police he had smoked cannabis a couple of days prior but denied taking methyl amphetamine, stating that it must have been the cold and flu tablets he was having.
In other news, a Nullawarre motorist who became trapped in her vehicle after losing control just two kilometres from her home has had her licence suspended for three months.
Kirralee Jordan-Steel, 22, of Timboon-Nulawarre Road, pleaded guilty in Warrnambool Magistrates Court to careless driving.
The court heard Jordan-Steel was on her way to work as a dairy farmer when she lost control of her fiance's vehicle, causing it to roll into a paddock and land on its roof.
SES attended the scene and cut off the roof of the vehicle so that Ambulance Victoria could safely extract her.
Jordan-Steel told the court the incident left her scared and shaken.
She said the last thing she could remember was hitting a sign and over-correcting the vehicle. She then woke up in a paddock.
Magistrate Mark Stratmann said he understood the affect motor accidents had on young people.
"But you could have taken someone's life, including yours," he said.
Jordan-Steel was fined $750 and her licence was suspended for three months.
