A council spokesman said construction of the new Swan Reserve toilets was still under way.
It is expected the toilets will open next month.
"While it was anticipated the toilets would be finished in April it is now expected the toilets will be finished in June," the spokesman said.
"The main delay has been around the supply of a perforated screen.
"In the meantime the existing toilets at Swan Reserve remain available to use.
The spokesman said the council undertook "many infrastructure works over the course of a year".
"Most are finished on time, some are delayed and some, such as the recent upgrade of Boiling Down Road, are finished ahead of schedule," the spokesman said.
