Member for South West Coast Roma Britnell has asked Fishing and Boating Minister Jaala Pulford to explain why the city's boat ramp missed out on a Better Boating Fund grant.
She asked how ramps which were earmarked for funding were selected.
"It's baffling to me that not one ramp outside of Port Philip Bay or Western Port Bay is receiving funding for upgrades," she said.
"The state government copied the Liberal National's pre-election policy to direct boat licensing and registration fees back into upgrading boating infrastructure - but rather than deliver funds across Victoria, they are simply delivering them within an hour of Melbourne.
"The minister must explain how and why these particular sites were chosen as the priority for upgrade."
RACV polled 1300 boaties, asking users to rate the facilities at their local ramps, including water quality, trailer parking, ramp surface and waiting times.
The state's worst boat ramp according to the people who use it was Warrnambool's facility at Lady Bay.
Users said it needed more car parking, more trailer parking at busy times and 75 per cent rated the ramp's surface 'extremely poor'.
The city council has been applying for state government funds to upgrade the ailing ramp for more than three years.
Fishermen have voiced concerns about the dilapidated ramp for years, and in January a ute and boat trailer became submerged.
"It (the RACV survey) really just confirmed what everyone has known for a long time," Mrs Britnell said.
"The fact remains this is a state government asset that is managed by the Warrnambool City Council.
"The Andrews Labor government has a responsibility to ensure its facilities are up to standard.
"Once again Daniel Andrews is ignoring the needs of South West Coast, focusing on Melbourne first and regional Victoria second."
Ms Pulford announced at the end of March as part of Better Boating Victoria funding, there would be upgrades and maintenance at Mordialloc, Queenscliff, Point Richards, Hastings, Rhyll and Cowes Jetty.
Eight new casual berths will also be established for public use across Port Phillip Bay.
Better Boating Victoria will also review the management of boating infrastructure in Port Phillip and Western Port.
The state government has been contacted for comment.
