The Will Clarken-trained Parsifal saluted in the Choices Flooring by Swintons BM70 Handicap to break the drought.
The four-year-old finished one-length ahead of Jamie Edwards-trained Aluf with Nathan Hobson's Reward With Return a further 3.5 lengths back.
Kelton said it was a big honour to have a horse salute at the annual carnival.
"It's a massive result for us here and we try to place our horses in a lot of the country carnivals as we enjoy coming here," he said. "Wining here is very special."
The Snow Eagle Racing owner said winning at the carnival was one of the toughest tasks in the industry.
"We thought he would be hard to beat and when you bring them over here the locals are always hard to beat and you don't know what sort of track conditions you are going to get," he said.
"There are a few question marks there but we know he is a good horse and he was actually at Oakbank and got scratched at the barriers last week so we brought him here instead of there.
"He will go back and run again in the Adelaide carnival in a week and a half if he pulls up well."
