Detective Senior Constable Richard Hughes, of the Warrnambool police crime investigation unit, said police attended the Lachlan Street property about 6pm on Saturday.
He said the 33-year-old male victim was on his front porch when a 29-year-old Mortlake man allegedly drove into the man and house.
"The man was pinned against the car and house and suffered two fractured legs," he said.
It is believed the offender attended the victim's property with an associate in order to collect property.
Detective Senior Constable Richard Hughes said an argument escalated and the victim allegedly threw a glass at the offender's windscreen, causing it to smash.
"The assault with the car then happened seconds later," he said.
"Neighbours could allegedly hear the victim screaming in pain. An ambulance attended a short time later and conveyed him straight to Warrnambool Base Hospital. A crime scene was established and taped off.
"I can say the victim is quite lucky to be alive and fortunately this was not a fatality."
Police arrested the offender and the car was seized from his Mortlake home about three hours later.
He was charged with 15 offences, including recklessly causing serious injury and was bailed to appear in Warrnambool Magistrates Court on July 29.
