The service, which has more than 1000 toys and will mark 40 years since its inception this year, has received a $4320 grant from the federal government's Volunteer Grants Program.
Member for Wannon Dan Tehan said the grant would allow the service to purchase a split system airconditioner and an iPad.
"This is outstanding, we've got wonderful volunteers celebrating their 40th birthday this year," Mr Tehan said.
"There's all sorts of toys here, all sorts of books and I would encourage everyone to use it."
Mr Tehan congratulated the toy library's volunteers on their efforts.
"It's fantastic and it's wonderful to be able to make sure the working environment for the volunteers will be improved," he said.
The Warrnambool Community Garden also received a $5000 funds boost from the program.
Mr Tehan said the money would allow the community organisation to help purchase audio-visual equipment to enhance their volunteer training and acquire a new barbecue.
"The Warrnambool Community Garden is yet another example of a wonderful community volunteer organisation, which is why I am so happy they have received this funding," Mr Tehan said.
"A printer, projector and screen will help the Garden in training their volunteers. This training helps volunteers gain new horticultural skills and helps keep Warrnambool beautiful."
