"Just having a lovely morning stroll with the council and having a run down of the $15 million streetscape project and revitalisation of the CBD," Ms Symes said.
"I've got to say it looks great."
Mayor Tony Herbert said the street works had been a transformational project for Warrnambool.
Cr Herbert said that while it had been a difficult journey during construction, the result was "just beautiful".
"I think people are really warming to it," he said.
"I just love access for all-abilities. It's putting pedestrians front and centre rather than cars."
Style 105 business owner Debbie Arnott said the works had really given the town a lift.
"It needed it. We were ready for it," she said.
"A bit of pain. No pain no gain."
