DESPITE handballing a decision on The Lookout rehabilitation centre to an independent arbitrator, Warrnambool City councillors have now been called on to state their position on the facility's planning permit.

After the council did not respond to The Lookout's application for a 20-bed residential drug and alcohol centre at 23 Atkinsons Lane, Dennington, within the allotted time-frame, an application for review was lodged with the Victorian Civil and Administrative Tribunal.
A council report said the application had received 34 objections and four submissions in support.
Dennington residents have been outspoken in their opposition to the location of the facility.
They say they support a facility for the south-west, but suggest the Dennington location is not suitable.
"Council has a duty to form a position on the permit application notwithstanding the proposal is now to be formally determined by VCAT," the report says.
VCAT will hold a compulsory conference on April 26 in Melbourne before a hearing from June 24 to July 1, with three days in Warrnambool and three in Melbourne.
"Prior to the VCAT compulsory conference and hearing, council are required to consider the application and advise of their position, if they had have determined on the matter," the council report said.
The council meeting is at 5.45pm at the Civic Centre, 25 Liebig Street, Warrnambool.
