Port Campbell Shopping owner Peter Field said there were six or seven residents who used the parking spot outside his business regularly to collect their mail.
"Port Campbell is unique because it doesn't have a mail delivery service so they need to come in and get their mail," Mr Field said.
He said in the revised streetscape plan unveiled by Corangamite Shire this week that the nearest parking for residents with a disability was at the foreshore.
"I believe that will take away their independence," Mr Field said. He said he was also concerned about the reduction of parking spaces in Lord Street.
Mr Field said previous concept plans didn't include major changes to parking in the main street.
"To me it's a whole new plan," he said.
Mr Field said business owners wanted to ensure the concept plan met the needs of residents and visitors.
"I'm more concerned about getting it right than worrying about what's coming in the future (in terms of increased visitor numbers)," he said.
12 Rocks restaurant owner Mick Hunt said he believed the town needed more parking, not less. Mr Hunt said he believed a lack of parking would deter visitors from spending time in the town.
He said he was pleased the council had listened to residents and business owners and retained parking on the foreshore, but believes the plan should include angle parking on Lord Street.
"We need angle parking anywhere we can get it - it's a no-brainer to me," Mr Hunt said.
"I also think a few local people who work in the town could be parking a bit further away."
The revised plan includes parallel parking along Lord Street and the replacement of the roundabout at the Cairns Street intersection on Lord Street with a pedestrian crossing.
