Alamedin Yousif, 24, of Raglan Parade, pleaded guilty in Warrnmabool Magistrates Court to dangerous driving and unlawful assault.
Lawyer Jack Rabl said his client had a difficult upbringing, fleeing South Sudan with his family and arriving in Australia in 2003.
He said he settled in Warrnambool the following year and later began associating with anti-social peers.
Mr Rabl said Yousif was reliant on cannabis and had an inability to understand the manifestations of his mental health.
Magistrate Franz Holzer acknowledged Yousif's troubled background but said his behaviour was "very frightening" to the victims in the car.
He sentenced Yousif to the time he had already spent in custody on remand.
On January 9 Yousif was travelling on Warrnambool's Raglan Parade when he failed to stop at a give way sign, cutting off the victim who was driving with his 12-year-old daughter.
The victim flashed his lights and tooted his horn to alert Yousif of the incident.
Yousif became angry and began yelling at the victim before changing lanes, forcing the victim to slam on his breaks.
Yousif then threw an unknown object at the victim's car, causing damage to the driver’s side indicator.
He swerved the vehicle back and forth, forcing the victim to take evasive action to avoid a collision.
Yousif then sped off at an alleged speed of 180km/h in a signed 60km/h zone.
He turned into Liebig Street, running a red light and stopping on the side of the road.
The victim followed the offender while on the phone to Triple-0.
Yousif got of out his car and approached the victim’s vehicle. He swung open the door, causing it to crack, and took a swing at the victim with his fist.
The victim avoided the punch and attempted to take a photo of the man but his hands were shaking. Yousif then jumped back in his vehicle and sped off towards Raglan Parade.
Police said the victim’s daughter was very distraught.
