The CFA was called to the incident at about 6.30pm at the Warrnambool breakwater car park on Viaduct Road.
The child was locked in the car for about nine minutes before firefighters managed to open the car with specialist equipment.
The child was then reunited with family, assessed by ambulance and is in good health.
Warrnambool CFA station manager David Black said it was important to be diligent about child safety in the busy summer holidays period.
“A reminder to all parents and carers during the hot weather to be mindful of children being in vehicles,” he said.
“It is illegal to leave a child unattended in a vehicle whether it be locked or unlocked.”
