Senior Sergeant Shane Keogh said officers attended at a Warrnambool property at 10pm on Friday night to take a man into custody who suffers from a range of issues.
Officers blocked in his vehicle in using a divisional response unit Commodore station wagon and a divisional van.
The 49-year-old man then used his car to ram the station wagon and divisional van and escape.
He then drove to the Warrnambool Base Hospital while being followed by police officers where he was arrested.
The man is expected to be charged on summons with a range of serious driving offences which may include reckless conduct endangering serious injury or death.
The Commodore station wagon has been described as an insurance write-off.
The divisional van received only minor damage.
Senior Sergeant Keogh said the man suffered from a range of issues and police officers had been tasked with taking him into custody to ensure he received the treatment he needed.
He said such situation could be unpredictable.
"The man is now where he can receive the treatment he needs and fortunately no one was injured in the process of getting him there," he said.
"It's just part of the diverse range of issues police officers have to deal with daily.”
Senior Sergeant Keogh requested any witnesses, or anyone with information about what happened, to contact Detective Senior Constable Rachael McMahon at the Warrnambool police crime investigation unit.
