Councillors will vote on whether to grant a planning permit for the project.
Member for Western Victoria James Purcell announced in May last year he had secured $2 million for the existing clubrooms to be knocked down and replaced.
Council’s planning staff have recommended councillors grant the permit.
Five objections from the public to granting the permit have been received.
Some of the concerns put forward by the objectors include a decrease in parking spaces, that the facility will become more of a function centre than a recreation facility, that the site is in an area of inundation and that an extension to the liquor licence would increase noise levels.
The report from council planning staff in support of the permit says the proposal is consistent with the purpose of the public park and recreation zone and complies with the requirements of the design and development overlay schedule 10 and heritage overlay schedule 13.
“The proposal will enable the expansion of the existing land use with a design that complements the existing built form and will not detract from, and is compatible with, the character of the area,” the report said.
The total area of the extension will increase the existing floor area by approximately 286 square metres.
This will include a covered outdoor area incorporating a dry store, cool room, barbecue, toilets and a bar to the west. To the east, the plans include an entry foyer, office, storage areas, cool room and kitchen.
A small southern setback will include a garden area.
