Ricky Mark Garrard, 19, of Rossdell Court, was refused bail in the Warranmbool Magistrates Court this week.
He has been charged with driving while disqualified three times after already being on bail for similar high-end driving offences.
Police said that Friday last week Mr Garrard was seen driving in the morning near the Bundarra Primary School.
Police officers saw him driving again that night in Wellington Street and he was intercepterd.
He is well known to police and was driving while disqualfieid.
He was already to appear in the Portland Magistrates Court on December 5 and therefore breached his bail conditions.
That bail relates to charges including reckless conduct endangering people, driving at a dangerous speed and evading police.
Mr Garrard was also caught driving last Wednesday at the Portland Caltex service station.
He told police he had to take children to school, but had now exchanged his car for accommodation.
Mr Garrard said he had previously been homeless and just needed somewhere to stay.
He said he suffered anxioety and depression and had been self-medicating with drugs.
"I was that upset I had no other choice other than to self-medicate," he said.
Mr Garrard apologised for his behaviour and asked for one more chance, saying he had sold his car.
Magistrate Peter Mellas refused bail saying the police had a strong case and Mr Garrard just kept offending.
He adjourned all of Mr Garrard's charges until a hearing in the Portland court on December 5.
