The Local Government Investigations and Compliance Inspectorate received four complaints regarding Colac-Otway Shire, three regarding Warrnambool City Council, and one regarding Southern Grampians Shire.
After investigation, no breaches were found and no further action was taken on all eight complaints.
Details of the complaints are only revealed by the inspectorate if charges are laid.
The inspectorate received 409 formal complaints across the state, with 87 offences found.
The majority of complaints across Victoria related to allegations of misleading and deceptive conduct during the campaigns.
